PROVISIONS
on the Federal State Statistics Service

II. Authorities
5.1. submits to the Government of the Russian Federation drafts of federal laws, regulatory and legal acts of the President of the Russian Federation and the Government of the Russian Federation as well as other documents that require a decision of the Government of the Russian Federation on issues referring to the jurisdiction of the Service set out in point 1 of these Provisions as well as a draft annual work plan and projections of Service performance indicators;
5.2. on the basis of and with a view of enforcement of the Constitution of the Russian Federation, federal constitutional laws, federal laws, acts issued by the President of the Russian Federation and the Government of the Russian Federation, approves, on its own, regulatory legal acts on issues within its specified area of activity, with the exception of issues that are governed exclusively by federal constitutional laws, federal laws, regulatory and legal acts issued by the President of the Russian Federation and the Government of the Russian Federation in conformity with the Constitution of the Russian Federation and federal constitutional laws, federal laws, acts issued by the President of the Russian Federation and the Government of the Russian Federation;
5.3. submits official statistical information to the President of the Russian Federation, the Government of the Russian Federation, the Federal Assembly of the Russian Federation, other bodies of state power, local governments, mass media, entities and individuals as well as international organizations in accordance with established procedures;
5.4. develops an official statistical methodology in accordance with established procedures with a view of conducting statistical surveys and preparing statistical indicators and, within its competence, ensures consistency of this methodology with international standards;
5.5. prepares, conducts and summarizes results of the All-Russian Population Census as well as provides its methodological support;
5.6. prepares, conducts and provides a methodological support for statistical surveys in the specified area of activity;
5.7. provides data on accounting reports of legal entities that carry out their activity within the Russian Federation to users concerned;
5.8 organizes activity of federal executive bodies regarding development of state information resources in the area of state statistics;
5.9. develops and maintains all Russian classifications of technical and economic as well as social information in the specified area of activity in accordance with established procedures;
5.10. conducts tenders in accordance with established procedures and enters into state contracts to place orders for procurement of goods, works and services for needs of the Service as well as for conduction of research and development activities for state needs in the specified area of activity;
5.11. summarizes practice of application of Russian legislation in the specified area of activity;
5.12. carries out functions of a chief administrator and a beneficiary of funds from the federal budget set aside for operations of the Service and for implementation of functions delegated to the Service;
5.13. receives individuals, provides timely and complete review of oral and written applications of individuals, makes relevant decisions and sends responses to applicants within a period specified in Russian legislation;
5.14. provides protection of data that constitute state secret within its competence;
5.15. creates relevant conditions for maintaining and protecting information obtained during activities undertaken by the Service that constitutes official, bank, tax, commercial secret and other confidential information within its competence;
5.16. ensures mobilization preparation of the Service as well as oversight and coordination of activities undertaken by entities under its jurisdiction regarding their mobilization preparation;
5.17. organizes professional training of Service employees, their retraining, improvement of their professional skills and probations;
5.18. interacts with bodies of state power from foreign countries and international institutions in the specified area of activity in accordance with established procedures;
5.19.carries out activities to compile, maintain, register and use archive documents generated during activities of the Service in accordance with Russian legislation;
5.20. carries out other authorities in the specified area of activity to the extent such authorities are set out in federal laws, regulatory and legal acts issued by the President of the Russian Federation or the Government of the Russian Federation;
6.1. request and obtain data necessary for decision making regarding issues referred to the competence of the Service in accordance with established procedures;
6.2. commission entities to conduct necessary research, testing, analysis and evaluations as well as scientific studies on issues regarding oversight in the specified area of activity;
6.3. provide clarifications on issues referred to the competence of the Service to legal entities and individuals;
6.4. carry out oversight over operations of regional branches of the Service and entities in its jurisdiction;
6.5. hire research institutions and other organizations, scientists and specialists to study issues in the specified area of activity in accordance with established procedures;
6.6. apply restricting, precautionary and preventive measures aimed to prevent and/or suppress breach of mandatory requirements in the specified area of activity by legal entities and individuals as well as undertake response measures to eliminate consequences of such breach;
6.7. set up coordination, advisory and expert bodies (councils, commissions, groups, collegiate boards), including interagency bodies in the specified area of activity;
6.8. introduce decorations and award such decorations to individuals for high achievements in the specified area of activity.
In carrying out legal regulation in the specified area of activity, the Service shall not have the right to introduce functions and authorities of federal bodies of state power, bodies of state power in the Russian regions, local governments that are not set out in federal constitutional laws, federal laws, acts issued by the President of the Russian Federation and the Government of the Russian Federation and shall not have the right to set limitations on implementation of rights and freedoms of individuals, rights of non-governmental for-profit and not-for-profit institutions with the exception of cases when a possibility to introduce such limitations by issuing acts of authorized federal executive agencies is set out directly in the Constitution of the Russian Federation, federal constitutional laws, federal laws and acts issued by the President of the Russian Federation and the Government of the Russian Federation on the basis and with a view of enforcement of the Constitution of the Russian Federation, federal constitutional laws and federal laws.
III. Organization of Activity
The Head of the Federal State Statistics Service shall bear personal responsibility for implementation of authorities delegated to the Service and for implementation of state policy in the specified area of activity.
The Head of the Service shall have deputies appointed to the office and released from the office by the Government of the Russian Federation. The number of Head Deputies of the Service shall be established by the Government of the Russian Federation.
10.1. allocate responsibilities among its deputies;
10.2. submit to the Government of the Russian Federation:
10.2.1. draft provisions on the Service;
10.2.2. proposals on maximum staff number and payroll fund for employees of the Service headquarters and regional branches of the Service;
10.2.3. a draft annual work plan and projected indicators of the Service performance as well as the report on their achievement;
10.3. approve provisions on functional units of the Service headquarters and regional branches of the Service;
10.4. appoint and release from the office employees of the Service headquarters, heads and head deputies of regional branches of the Service;
10.5. resolve issues related to federal public service in the Federal State Statistics Service in accordance with Russian Legislation on public service;
10.6. approve the composition and the staffing schedule of the Service headquarters within the payroll fund and the staff number set by the Government of the Russian Federation, estimated operational costs of the Service headquarters within appropriations set aside in the federal budget for a relevant period;
10.7. approve the staff number and the payroll fund for employees in the regional branches of the Service within figures set by the Government of the Russian Federation as well as estimated operational costs of such branches within appropriations set aside in the federal budget for a relevant period;
10.8. submit proposals for preparation of the draft federal budget with regard to financing of the Service activity to the Ministry of Finance of the Russian Federation;
10.9. submit proposals for establishing, reorganizing and liquidating federal state enterprises and entities in the jurisdiction of the Service to the Government of the Russian Federation in accordance with established procedures;
10.10. recommend award of decorations and state orders of the Russian Federation to employees of the Service headquarters, regional branches of the Service and other individuals who carry out activity in the specified area.
