Rosstat has made the 1st GDP estimate for 2011according to the Rules of GDP Data Development and Dissemination.

The primary GDP estimate for 2011 is provisional, based on the current within-year data. The within-year current statistical observations were the data source for the sector of non-financial corporations. For the public government sector, the method of extrapolation of 2010 data was used on the basis of monthly reports on the implementation of the Russian Federation consolidated budget and budgets of state non-budgetary funds. Also were used Methodological Recommendations on distribution of budget appropriations between major administrators of allocated funds of the federal budget, divisions, sub-divisions, special-purpose items and types of expenditures of the federal budget for 2011 and the planned period for 2012 and 2013, issued by the Ministry of Finance. Economical calculations were used for the sectors of financial corporations, households, and NPISH. The rest of the world indicators were calculated by the Bank of Russia on the basis of the Balance of Payments indicators.

Rosstat has made the 3rd GDP estimate for 2010 and the 5th GDP estimate for 2009 according to the Rules of GDP Data Development and Dissemination. The revised quarterly data for these years will be available in March, 2012.

The sources of the published data volume and time series on GDP and its components are the following: 2010 summary reports of respondents of federal statistical surveys, the Ministry of Finance report on the budget 2010 implementation, revised data of the Balance of Payments of the Bank of Russia, other reported data, prepared by subjects of official statistical accounting.

Annual statistical surveys data are provided by respondents after summarizing of business activities for the reference financial year and compilation of annual financial reports.

The previous GDP estimates for 2010 were provisional, calculated on the basis of the current within-year sample surveys and economical calculations. Within-year statistical data are based on the current accounting of enterprises and may be considerably different from the annual results.

The most considerably revised GDP estimated data are the following: production, consumption and income of public government sector, final consumption household expenditures, GVA in construction, manufacturing, real estate, renting and services, production and distribution of electricity, gas and water.

The revisions for 2009 were caused by getting the additional information for some indicators (overall GDP revision was 0.1%).

 

Rosstat reminds that, since April 2011, annual GDP data (beginning with 2002) and quarterly GDP data on and its components (beginning with the quarter I of 2003) have been published at constant 2008 prices.

Please note that the publication of GDP and its components at 2003 prices were finished with the data on the quarter IV of 2008. GDP and its components for 2009 and 2010 have not been calculated at 2003 prices.

Transition into a new base year in calculating of time series of GDP and its components is caused by an increase in discrepancies in constituent elements of the base year and the following years. The change of the base year enables to resolve these discrepancies and ensure better time series reliability of the published indicators.

The revision of time series of GDP and its components at constant prices, caused by changes in base year, is common practice in many statistical offices and is conducted periodically, usually every 5 years.
