Summary Metodology:

The data: Coverage, Periodicity, and Timeliness

Coverage Characteristics

Data are disseminated on the estimated number of the persons employed in the national economy. The data describe the size of the employed permanent population of the Russian Federation.

Persons employed in the economy are considered to be those who during the reference period (the survey week):

  • performed hired labor in exchange for payment, as well as non-hired labor in order to earn a profit or family income (even one hour per week);
  • were temporarily absent from work for various reasons;
  • performed work without payment at a family business.

Monthly estimates are made using information obtained from the following sources:

  • quarterly labor force surveys;  
  • monthly surveys of large and medium-sized enterprises.

A sample labor force survey is conducted in all of the regions of Russia once per quarter. The planned sample size is approximately 65,000 people between 15 and 72 years of age, or 0.06% of the population in this age range, or approximately 260,000 people calculated on an annual basis (0.24%).

The labor force survey is conducted once per quarter as of the last week of the second month of the quarter, i.e., February, May, August, and November. The critical (survey) week runs from Monday through Sunday.

The methodology for determining the employed population in the labor force survey is consistent with the International Labour Organization (ILO) standards.

Data are grouped by economic activities for main and second jobs in accordance with the All-Russian Classification of Economic Activities, which is harmonized with the official version of the Statistical Classification of Economic Activities in the European Economic Community (NACE Rev. 1) by retaining the codes (down to 4 digits) and the names of the headings. Occupations and titles for main and second jobs in accordance with the All-Russian Classification of Occupations, which is harmonized with the ISCO (International Standard Classification of Occupations) - 1988.

Data are not seasonally adjusted.

Data are simultaneously released to all interested parties on the English website of the Rosstat (http://www.gks.ru/wps/wcm/connect/rosstat/rosstatsite.eng/main/) and in Russian in the monthly Rosstat bulletin Социально-экономическое положение России (Socio-Economic Situation in Russia), which is also accessible on the above-mentioned website.

Integrity

Dissemination of terms and conditions under which official statistics are produced, including those relating to the confidentiality of individually identifiable information

The compilation and dissemination of the data are governed by the terms and conditions of the Положение о Федеральной службе государственной статистики (Statute on the Federal State Statistics Service, Russia), adopted by Decree of the Government of the Russian Federation on July 30, 2004 №399. 

Article 1 of the Statute stipulates that the Federal State Statistics Service (the Rosstat) shall provide official statistical information that constitutes part of government information resources on the country's social, economic, demographic and ecologic standing. 

Article 5.4 of the Statute stipulates that the Federal State Statistics Service shall develop the official statistical methodology for realization of statistical observations and formation of statistical indicators, provide conformity of the specified methodology to the international standards.

Article 5.15 of the Statute stipulates that the Rosstat shall provide in appropriate way the storage and protection of official, banking, tax, commercial secrets and other confidential information, received by the Rosstat during its activities.

Identification of internal government access to data before release

There is no government access to the data before its release.

Identification of ministerial commentary on the occasion of statistical releases

The data are published without ministerial commentary.

Provision of information about revision and advance notice of major changes in methodology

The data are provisional when first released. The data are not identified as preliminary in the relevant publication.

The revision of the monthly estimated number of the persons employed is carried out after the latest labour force survey. The revised monthly data are published 12 weeks after the reporting period of the latest labour force survey.

Final data are published 12 weeks after the end of the reference period of the last labor force survey in the monthly Rosstat bulletin Социально-экономическое положение России (Socio-Economic Situation in Russia) and in the quarterly bulletin Обследование населения по проблемам занятости (Population Survey of Employment Problems).

Major changes in methodology are noted in the relevant publications after their implementation. Dissemination of component detail, reconciliations with related data, and statistical frameworks that support statistical cross-checks and provide assurance of reasonableness

Data on employment can be cross-checked by the public against data on the annual average number of the persons employed broken down by branch of the national economy and by region of Russia, as well as information on employed persons broken down by age, educational level, marital status, and occupation, published in annual publications:
