The data: Coverage, Periodicity, and Timeliness

Coverage characteristics

Data are disseminated on the industrial production index, a Laspeyres index (2002=100), which measures physical output of the following industrial sectors: mining, manufacturing, and production and distribution of electricity, gas, and water.

Approximately 700 products and product groups are included in the monthly computation, and approximately 3,000 products are included in the annual computation. Data on the production of goods in physical terms cover more than 200,000 large, medium-sized, and small organizations that account for 95 percent of total industrial output of the Russian Federation.

Information on production output for representative goods in physical terms is submitted monthly by all organizations except small ones (with no more than 100 employees and with less than 25 percent state ownership of authorized capital). Data on small businesses are compiled quarterly on the basis of a stratified 20 percent sample survey, with the subsequent extension of the results obtained to the general population, and they are used in monthly extrapolations to the full range of producers.

A basket of primary representative goods is established for each activity. To assess the impact of each activity on the size of the index for a higher-level grouping, indices for an activity are "weighted" by the value added in the relevant activities. Value added in the base year (2002=100) is used for the weights in this process. A decision to change the base year is made in consultation with interested economic authorities depending on the intensity of structural changes in the economy.

The production index is compiled monthly relative to the average base-year level. Economic activities are classified in accordance with the Общероссийский классификатор видов экономической деятельности - ОКВЭД (OKVED - All Russian Classification of Types of Economic Activity), which is harmonized with NACE, Rev. 1.

Data are adjusted for the number of working days (or the number of hours worked) during the month. Seasonal adjustment is performed for industry as a whole.

The compilation and dissemination of the data are governed by the terms and conditions of the Положение о Федеральной службе государственной статистики (Statute on the Federal State Statistics Service), adopted by Decree of the Government of the Russian Federation on July 30, 2004 №399. 

Article 1 of the Statute stipulates that the Federal State Statistics Service (the Rosstat) shall provide official statistical information that constitutes part of government information resources on the country's social, economic, demographic and ecologic status. 

Article 5.4 of the Statute stipulates that the Federal State Statistics Service shall develop the official statistical methodology for compilation of statistical observations and indicators, provide conformity of the specified methodology to the international standards.

Article 5.15 of the Statute stipulates that the Rosstat shall provide, in appropriate way, the storage and protection of official, banking, tax, and commercial and other confidential information, received by the Rosstat during its activities.

Monthly indices of industrial production are revised out only in cases of considerable corrections of methodology. The revised data are published in Russian in the following edition of the publication Социально-экономическое положение России (Socio-economic position in Russia). 

Major changes in methodology are noted in the relevant publications after their implementation.
