The data: Coverage, Periodicity, and Timeliness
Coverage Characteristics	Data are disseminated in millions of Russian Rubles on discrete quarterly GDP in current market and constant 2003 prices. Quarterly GDP data are compiled by both the production and the expenditures method, and cover the entire economy of the Russian Federation. Breakdowns of current price and constant price GDP are disseminated by the following expenditure categories: (1) final consumption, separated by: (i) households; (ii) government; and (iii) non-profit institutions serving households; (2) gross capital formation and changes in inventories; and (3) exports and imports. Whereas the main method of estimation of GDP is production method, the breakdown of GDP by expenditure categories includes a statistical discrepancy item, which is determined as difference between the GDP estimated by the production method and the GDP estimated by the expenditure method. Data sources are regular quarterly reports from enterprises, government records and Balance of Payment. Reports are collected from all large and medium enterprises of Russia, while data of small enterprises are estimated from quarterly sample surveys covering 20 percent of their number. Large and medium enterprises are defined as enterprises with basically more than 100 workers and receipts from marketing goods and services more than 400 mln. roubles. Small enterprises are defined as enterprises with: total share of participation in capital stock for the state, municipal entities, foreign legal entities and physical persons, social organizations no more than 25%; share of participation in capital stock, that belongs to one or several legal entities, not having the status of small or medium entrepreneurship, no more than 25%; with 100 workers or less and receipts from marketing goods and services less than 400 mln. roubles. Data compilation is broadly based on the System of National Accounts of 1993. The quarterly estimates are presented in both seasonally adjusted and unadjusted form. Seasonal adjustment is undertaken using X-12 ARIMA.

Integrity
Dissemination of terms and conditions under which official statistics are produced, including those relating to the confidentiality of individually identifiable information	The compilation and dissemination of the data are governed by the terms and conditions of the Положение о Федеральной службе государственной статистики (Statute on the Federal State Statistics Service, Russia), adopted by Decision of the Government of the Russian Federation on June 02, 2008 №420. Article 1 of the Statute stipulates that the Federal State Statistics Service (Rosstat) is a federal executive body discharging the functions of forming official statistical information on social, economic, demographic, ecological and other social processes in the Russian Federation, and also in the order and cases established by the legislation of the Russian Federation and the functions of control in the sphere of state statistical activity. Article 5.2 of the Statute stipulates that the Federal State Statistics Service devises and approves in accordance with the current procedure within its jurisdiction the official statistical methodology to conduct the federal statistical observations and to form the official statistical information and ensures that the specified methodology complies with international standards and the principles of official statistics. Article 5.16 of the Statute stipulates that the Rosstat ensures within its jurisdiction the relevant conditions of protection and defense of the information received during the process of the Services activity and constituting a service, bank, tax and commercial secret and other confidential information. Identification of internal government access to data before release	There is no government access to the data before its release.
Identification of ministerial commentary on the occasion of statistical releases	The data are published without ministerial commentary.
Provision of information about revision and advance notice of major changes in methodology	Data are preliminary when first released. Preliminary data are clearly identified as such in press releases and publications disseminated by the Rosstat. A schedule for the dissemination of the preliminary and revised estimates of the national accounts statistics is published by the Rosstat at the beginning of the calendar year as part of the Federal Plan of Statistical Works. The data are revised five times. The preliminary set of annual estimates are disseminated on the final working day of the month following the end of the period and are finalized 24 months after the end of the period. The first set of preliminary quarterly estimates are disseminated 50 working days after the end of the period and revised 80 working days after the end of the period. The set of quarterly estimates for a given calendar year are finalized 27 months after the end of that calendar year. The Rosstat announces significant changes in methodology, source data, and compilation techniques in advance.

Dissemination of documentation on methodology and sources used in preparing statistics	The methodology for compiling specific indicators of the national accounts is published in Russian in the publication Методологические положения по статистике (Methodological Principles in Statistics). Dissemination of component detail, reconciliations with related data, and statistical frameworks that support statistical cross-checks and provide assurance of reasonableness	Data on national accounts can be cross-checked by the public against data of the balance of payments, budget execution reports, and sector statistics.
