The section deals with statistics relating to the performance of construction organisations, to commissioning of buildings, production capacities, housing and social and cultural construction.

Construction organisations refer to all general construction and specialized organisations including repairing and construction organisations, trusts (departments) of mechanization and house building plants, drilling organisations carrying out construction of exploratory oil and gas wells and other registered under the code 45 of OKVED.

The value of work performed by the kind of economic activities "Construction" includes the cost of construction and erection work of new objects, enlargement, technical re-equipment), capital and current overhaul, reconstruction and modernization of residential and non-residential buildings and engineering constructions

The value indicators on construction are quoted at actual prices, the volume indices for the kind of activities "Construction" are calculated at constant prices.

Buildings refer to the construction system consisting of supporting and guarding or combined (both supporting and guarding) structures forming above-ground closed volume intended for people dwelling or staying therein, depending on functional purpose and for performance of various production processes.

The total construction volume of buildings is determined as the sum of construction volume above the mark plus-minus 0.00 (the above-ground part) and below this mark (the underground part). The construction volume of the above-ground and underground portions of the building is determined within the bordering surfaces of ventilated cellar floors under buildings designed for construction on permafrost grounds.

The total floor square of a building is determined as the sum of floor of all building floors (including technical, attic, socle and basement) measured within inward surfaces of external walls, as well as the floor of balconies and loggias. The floor of the premises shall be determined by their sizes between finished surfaces of the walls and partitions at the floor level.

The total construction volume and the total floor square of buildings is determined according to national construction regulation SNiP 31-01-2003.

The data on the commissioning of production capacities are included for the construction and reconstruction of functioning enterprises. The increment of the production capacities due to technical re-equipment and other organisational and technical measures is not included in these data.

The data on the total number of apartments constructed include apartments in residential buildings of apartment-type and hotel-type and hostels, flats in non-residential buildings and in private residential houses whose construction has been completed.

The total floor space of residential buildings is determined as the sum of all living parts and subsidiary floor space of apartments earmarked to meet consumer and other needs of citizens and also square of loggias, balconies, verandahs, terraces, calculated using corresponding decreasing coefficients in apartment-type and hotel-type buildings, individual houses, hostels of constant type and other residential buildings (houses for aged persons and invalids, bedroom premises of children's homes and boarding schools). Subsidiary premises include kitchens, halls, intra-flat corridors, bathrooms or shower-rooms, lavatories, store-rooms or fitted cupboards. Apart from above, subsidiary premises of houses for aged persons and invalids, veterans, of children's homes, hostels, boarding schools also refer dining rooms, canteens, clubs, reading rooms, sports halls, consumer service and medical services reception centers.

The total floor space of the residential houses does not include the area of vestibules, lobbies, staircases, common corridors, as well as the floor in residential houses designed for built-in and attached non-residential premises.

The survey on business activities of construction organisations1) presents a representative sample surveys which are representative by territories and cover all groups of organisations by size and ownership types. Grossing up the sample assessments for the general population these assessments are adjusted (corrected) according to the structure of general population.

As simple indicators of results of surveys the balances of assessment of indicators (in percentage) are used which are determined as the difference of shares of a respondent's reply indicated "increase" and "decrease" of the indicator in comparison with the previous period or as the difference of shares of respondents who assessed the level of indicator as "higher than normal" and "lower than normal".

On the basis of the balance of assessments the composite indicator - index of entrepreneurial confidence is compiled. For construction the index of entrepreneurial confidence is calculated as an arithmetic mean of balances of assessments of the actually existing portfolio of orders and expecting changes in the number of employees engaged in construction.

Information in this section is presented as average arithmetic means of balances of indicators according data of the quarterly survey for each year under analysis.
