The section contains data on the number and composition
of economically active population, employed and unemployed, as well as on occupational diseases and occupational injuries.

Economically active population (labour force) - persons of specified age fit for measuring of economic activities of population, which for the reference period are considered employed or unemployed. The number of economically active population includes data on employed and unemployed based on the results of employment population sample surveys. The monitoring of economically active population is carried out for persons of 15-72 years old.

Employed in economy are persons who during the reference period did hired work for pay, as well as did non-hired work for profit with or without engagement of hired workers. The employed comprise persons who were temporarily not working, working as unpaid workers in a family enterprise, as well as those in households who were engaged in production of goods and services for sale or barter.

Employment rate - the ratio of the number of employed of a specific age group to total population of the relevant age group calculated as a percentage.

Data on average annual number of employed in economy are compiled by the main job of civil population once a year while building a balance of labour resources based on information of organizations, results of employment population sample surveys, administrative data. Working foreign citizens, who are permanently or temporarily residents in the Russian Federation, are also included in average annual number of employed in economy.

According to the standards of the International Labour Organization (ILO), unemployed comprise all persons at specified age fit for measuring of population economic activity who during the reference period met the following criteria:

had no job (profitable occupation);

were ready to start working during the reference week.

Pupils, students, pensioners and invalids are referred to the category of unemployed, if they didn't have a job, have been seeking for a job and were ready to start working.

Unemployed registered in the State employment service include persons having no job and wages (labour income), living on the territory of the Russian Federation, registered at a local employment office to search a proper job, seeking for a job and ready to start working.

Level of unemployment is determined as a ratio of the unemployed of specified age group to the total number of economically active population of the corresponding age group (percent).

Duration of unemployment (duration of seeking for a job) is a time period during which an unemployed person is seeking for
a job, using all possible means.

Information on foreign workers engaged in labour activities in Russia before 2011 was compiled by the Federal Migration Service using:

permissions to work - for foreign citizens who need the visas to enter Russia (from far abroad countries and Turkmenistan) and for stateless persons;

notifications from employers who engage foreign employees - for foreign citizens who do not need visas to enter Russia (from the CIS countries: Azerbaijan, Armenia, Kazakhstan, Kyrgyzstan, Republic of Moldova, Tajikistan, Uzbekistan, Ukraine).

Since 2011 the data on foreign workers engaged in labour activities in Russia are compiled using:

permissions to work - for foreign citizens and stateless persons who entered Russia using the visa and non-visa regime;

job-licenses to work for private persons - for foreign citizens and stateless persons who do not need visas to enter Russia.

Number of employees who suffered in occupational incidents with a disability for one day and more and with death includes people who suffered in incidents during work at their job places or on the territory of organizations as well as in other cases prescribed by the legislation of the Russian Federation and are to be registered according to normative documents.
